Loudoun County, Va. – The Cedar Run District has selected its all-district team for boys basketball. Osbourn Park High School senior Hailey Kellogg was named Player of the Year. Osbourn Park High School head coach Chrissy Kelley and Osbourn High School head coach Quynh Nguyen were named co-Coaches of the Year.
